Rey Macutay began his career as an illustrator in the early 1990s, straight after leaving secondary school. At the time, he produced illustrations for short stories, novels and other short works published in several Philippine comic magazines. Shortly afterwards, in 1995, he began working as a storyboard artist for animation studios in Manila. In 2005, after more than ten years in animation, he moved into advertising, notably creating storyboards for TV adverts, whilst continuing to work on comic book projects on the side. In 2014, he was approached by Glénat to illustrate Jaurès as part of the "Ils ont fait l’Histoire" collection. With the same publisher, he released two novel adaptations, Ravage by Barjavel and "J’irai cracher sur vos tombes" by Vernon Sullivan, and "Ok Corral" in 2025 alongside two other illustrators.
